After Automatic Processes "Scheduled Offering Delivery" run successfully, which will send out notifation basing on APMInstanceDelivery notification template, the start date/end date for an item or scheduled offering will return the date based on American/New York timezone in the notification admin received.
However users would expect to see the timezone for an item as the one they have chosen from their user preferences.

Reproducing the Issue
1/ Create an item with a Scheduled Offering;
2/ Register one user to the Scheduled Offering;
3/ Scheduled Offering Delivery process executed and send mail notification basing on APMInstanceDelivery template;
4/ When this email is sent out, the registered user received notification denoting Scheduled Offering start time basing on local time, however admin will receive notification showing American/New York time which is confusing.
For the Scheduled Offering Delivery process, end users(i.e. students) who were enrolled will get the notification in their respective preferred time zone.
But the email address mentioned in the Scheduled Offering Delivery Notification screen will get the mail in the system default time zone.
This is because system does not know whether this email belong to specific user. It is just a mail id mentioned in the Email Address field and is not associated with a user.
This can be any email id and need not be associated to any user. So the application is taking the default preferences for sending the email.
Currently it's an expected behavior.
The Email address field in the System Admin -> Automatic Processes -> Scheduled Offering Delivery will get the mail in the system default time zone.
While for the specific user who registered to Scheduled Offering, if the "Always display Scheduled Offerings in this Time Zone" is checked in his User Preference, he will always receive the notification basing on his own user specific time zone.
