2393277 - Standard Rate for Withholding Tax is Zero for France

You notice that the Pay button is disabled on the withholding tax return.
You also notice that the standard rate is zero and cannot be changed.

1. Go to  Tax Management Workcenter
2. Go to Tax Returns view
3. Go to Withholding Tax Returns subview
4. Show Reported Tax Returns
5. You notice that the Pay button is disabled for Tax Return ID XYZ.

For country France, Withholding tax rate depends on supplier and not on income type as for the majority of the countries.

Hence, the Withholding Tax Return is simply a reporting tool and nothing is calculated. A DAS2 file is generated and you can submit it to the required tax authorities.

This is an expected system behaviour.
