A field which is visible in a template is not available to select when making an ad hoc report in the same domain.

Reproducing the Issue
Go to Home - Analytics - Reporting - Ad Hoc Reports.
Create a new single domain report and select the appropriate domain.
In Data Sets, select the appropriate template.
In Columns, look for the expected field in All Columns. (A browser text search will work.)
If a field is in more than one active template in the same domain with the same ID and the same reportable field number, it may not display in the ad hoc selection.
Change the field's ID in the selected template, or else deactivate other templates that use it, and re-sync.
