Home Address portlet doesn't have the add option to enter other address types

Reproducing the Issue
1. Navigate to Employee Files
2. Click on Personal Information
3. Click on 'Edit' in the Home Address portlet.
4. You can see that there is no 'Add' option (with + sign)
1. Download the picklist through Admin Center-> Picklist Management
2. Filter out the picklist "addressType"
3. There are only 'Business' and 'Home' address type. Business address type will not appear in the UI as it is expected behavior (Refer KBA 2356490)
4. Therefore, only Home address type is existing.
Import other values(vacation and Mailing)also as highlighted below:
The Add option is now visible.
