How to Check if the Performance Form has 4000 Character Limit
By default, users are now allowed to exceed the 4000 character limit in all text fields in the Performance Management v12 Acceleration form (PMU-1143), except for the following conditions:
1. Check the XML in the Meta Section of the form and look for 'meta-enforce-rte-limit' and/or meta-enforce-plain-text-length-limit. You can check your PM template xml via Admin Center > Form Template Settings > select your template > at the upper right click on Download Form Template.
If this was set to 'TRUE', then there will be 4000 character limit in all of the form's comment boxes.

2. Check if Stack Ranker was enabled in the form. Look for 'my-team-rater' in the form XML's Meta Section. You can check your PM template xml via Admin Center > Form Template Settings > select your template > at the upper right click on Download Form Template.
If this code is present, it means that Stack Ranker was enabled and there will be 4000 character limit in the Competency Section's comment boxes.

In case you wish to remove the 4000 character limit in the competency section while team rater is enabled, this is currently not possible due to database limitation. To remove the character limit in the competency section, team rater has to be disabled.
