One or more employees are unable to edit any goal plan. They can access the Goal Plan but cannot copy over goals from last year or add new ones and other buttons available to other employees are missing for this employee.
Sample scenario is: employees were permissioned to add goals to their goals plans and manager can look up for their name on the Goal Plan screen and should be able to add goals from this screen as well. However this particular employee does not have the permissioned buttons, all are missing.

Reproducing the Issue
Log-in or Proxy as the affected user. Go to Goal / Objective tab. See if you are seeing the same issue with the sample screenshot below:
The root cause is some special characters were included on user's data file. For example, his name, last name or middle name contain characters like quote marks (e.g. Marvin "Marvs" Martian or John Paul "JP" Smith). This encoding habit would cause several defects, including this issue with Goals Plan, in the UI. This might display correctly in People / Employee Profile but will cause issues with other parts of the UI.
Clean up user data file via import or Manage Users in Admin Center (if available in the instance) by removing the special character. Avoid using special characters for a user's data file.
