This article explain what could be causing you to be unable to attach an image on a TCM email in the Recruiting Marketing Dashboard.

Reproducing the Issue
While trying to add an image on the email template in TCM on Recruiting Marketing Dashboard, you can receive the following error message (image failed to upload):
The Content Delivery Network (CDN) may not be enabled in the backend system.
CDN or Content Delivery Network allows you to store images on the server. This is used primarily for sending logo or images via the TCM emails.
A CDN must first be setup/created to enable the upload of images in TCM Email editor for each site. By default, sites do not have this enabled and this needs to be created or "on" to allow images to be inserted on the TCM emails.
Only one TCM Email CDN may be created per site. Once created, it cannot be deleted, so images will continue to display in email.
Images have a limitation in size of 500k per image.
To turn on and use, click "Create CND".
If you are facing this issue, please open a support incident informing the issue and asking support to check if the Content Delivery Network (CDN) is enabled in Command Center (our backend system, customers doesn’t have access to that).
This setting can be found in Site>Site Setup>CDN.
