When attempting to change Pay Scale Group and/or Pay Scale Level via "Take Action" or "Job Information", "Edit History" the drop down pick list does not display any choices (blank).

Reproducing the Issue
Steps to Reproduce:
1. Take Action > Job Information or Compensation Information
2. Attempt to change Pay Scale Group or Pay Scale Level
3. Notice that there are no choices available in either the Pay Scale Group or Pay Scale Level fields
Note: This may also result if you attempt to edit the same fields when editing Job History > Insert New Record
This problem is due to a misconfiguration of the Pay Scale Type and/or Pay Scale Area picklists where the values for external-code do not match those found in the MDF Generic Object for pay scale area and pay scale type.
For example, the MDF objects for pay scale type and pay scale area used two digit numbers and leading zeros are present. In the picklist the leading zeros were not present for corresponding values in the external-code column.

Editing the picklists corresponding to "pay scale area" and "pay scale type" to ensure all values in the external-code column match the values in the MDF Generic object for pay scale type and pay scale area, including the leading zeros resolves the problem.
For example, changing a single digit external-code column value in the picklist from "1" to "01" corrects the problem.
