When we try to access Manage Business Configuration, we get an error "Business Configuration is locked. Data models are currently synchronized. Please try again later."

Reproducing the Issue
Go to Admin Center > Manage Business Configuration
You get the error when Manage Business Configuration page is being loaded
Go to Admin Center > Manage Data
Select the Object type as 'ActivityListObject' and Object as 'root'.
Set the value of the field 'Locked' to 'No' and Save.
