Disabling "Change User Email Notification" does not stop email notifications being sent (e.g. for compensation, Performance etc.)

Reproducing the Issue
After disabling "Change User Email Notification" feature, users are still receiving notifications.
E.g. when a document gets routed to a user, they recieve a Routing Notification Email even though email notifications have been disabled.
To determine if individual users will not receive some email notifications you have to:
- Go to Admin Centre
- Tool Search
- Company System and Logo settings
- Scroll down to the below highlighted option
This is a global setting and will override any email setting in "Change User Email Notification".
