You are trying to upload the timesheet of employees by excel file but the time has not reflected as status In Approval for manager/approver.
Hence, due to missing time recordings, Cost Assessment is not possible for a department.
Reproducing the Issue
1. Go to Time Administration workcenter.
2. View Time Recordings.
3. Search for employee.
4. Select Time Sheet.
5. Under tab Time Entry select required Calendar Week.
6. Status = Inactive.
Uploading Employee Times is an asynchronous process which means the Employee Times are not activated directly after the upload but with some delay.
Therefore it can happen, if the time administrator wants to check the uploaded times in the time sheet or time file, the time administrator is now locking the time data and preventing the activation.
This should be considered while using the excel upload.
The inactive Employee Times it is possible to activate them via the employee Time File. In tab Employee Times select the relevant entries and choose Actions and Activate.
