The email trigger - "Agency User Re-Activated" is not enabled.
Still when a agency user is disabled and then enabled, the user gets a email notification.

Reproducing the Issue
Go to Recruiting Email Triggers-->"Agency User Re-Activated".
Check if the trigger is enabled/disabled(disabled in this case).
Go to Admin Center--"Set Up Agency Access".
To the agnecy "testing", add a new agency user of your choice( your preferred email address to receive the notification).
After adding, you may disable the user and save.
Post saving, now please enable and save to receive the email notification.
Before email triggers were introduced, email was being sent to the agency user using a predefined template.
If email trigger is not enabled, we continue to send this predefined message , if enabled , we fetch the content from the trigger settings and send it
This is the current behavior as designed.
