External Participant not able to login and complete 360 feedback

Reproducing the Issue
Add an external participant in the 360 form and send out the form to him. When the evaluation form is sent out to the external participant, he receives an evaluation notification link to do the feedback.
When external participant clicks on the link he gets the error "Invalid Credentials".
- Go to Admin Center >Role Based Permissions->Create a New Role -> Open Role-> Check for User Login Permission-> See if it is enabled. If it is not enabled, we need to enable it and save the Role.
- Then Go to Target Population and Select All. This permission gives the ability to external participants to login to the instance. Please find the screenshot below for reference.
- Now, the external participant will be able to login to the instance and complete the 360 feedback.
Should this not resolve the issue, please check in Provisioning, if the setting "Turn off the IP restriction for external users" is enabled. If not, please enable this setting.
