When a user access a specific template and go to Define Planners page, he receives the following error message at the top right of the page: "Changes failed. Please find a manager to view the hierarchy. 1 error(s) occurred.".
PS: this error message appears regardless of the hierarchy selected.

The logged in/proxy as user is not a manager so his/her hierarchy will not display. That is why the error message appears.
If an user who is a manager access the Define Planners page, then he/she will not receive the error message because he/she has a hierarchy and it will be displayed.
If the user - who is not a manager and receives the error message - just type in a manager's name, then the error message disappears and the manager's hierarchy will appear.
