A user adds a goal or multiple goals to a goal plan, and some of them almost immediately disappear.
You have your goal plan connected to more than 1 PM template/process.
Goal Plan is connected to more than 1 PM template and the instance has the provisioning setting PM-GM Sync Up enabled.
As a best practice goal plans should only be connected to one live PM cycle or template.
This is because most PM forms you use have auto-sync, meaning when you add a goal to the goal plan the system then auto syncs this data to your PM form also, and if the user had added it to the PM form, then the system auto syncs it to the goal plan. When you have it connected to more than 1 PM form, there is a logic conflict, as while you add it to one PM form, the other PM form does not have that goal, so auto-sync logic would be to remove the goal you just added from the goal plan since is is not on the 2nd PM form.
Please contact support and have them disable the PM-GM Sync Up feature in provisioning. This will not stop the regular autosync between the 1 PM and GM plan, but it may have some negative impacts with goals being added not automatically syncing to the PM form until your users open their form, which should not be a problem for most customers. Typically you may notice a sync issue when you are importing goals, where users had no need to open their PM form to pull in this new goal, but you then attempt to report on these goals via a PM report. Since the goal data is not yet in the PM form, it will not show in the report.
A solution to that issue is to go to admin tools >PM template > select template > click the Open&Save option (not available in PM v12). This will trigger the PM-GM Sync Up.
