Users are Not receiving the Learning Plan Notifications even though they have courses assigned to them and the APM for Learning Plan Notification changes is executing without errors.

Reproducing the Issue
There are 6 available checkboxes under System Admin->Configuration->User Settings under the Learning Plan Notification Settings section as shown in the screen shot below.
Out of these 6, if we are making any changes in the setting (Checking or unchecking the option) in the first 5 checkboxes, and just click the Apply Changes button in the screen below.
The cause why the users are not receiving Notifications for this will be that the changes are not Propagated to existing users.
If we are making any changes in the setting(Checking or unchecking the option) in the first 5 checkboxes, then for these changes to reflect for the existing users, we mush click the Propagate Learning Plan Notification Changes. button at the end of this screen. If we just make the changes and click Apply Changes, it will not reflect for existing users in the system.
However, this is not applicable for the 6th checkbox which indicates - Allow User to modify learning plan notification settings. This setting is to allow the users to modify the remaining 5 settings on top of this checkbox on the user side under their Options and Settings link on the Links tile.
If we check or uncheck this option and just click Apply changes, it will allow or disable the users from making changes for the remaining setting on their end accordingly. We don't need to Propagate this change to the users.
