After setting up a few scheduled offering users are unable to sign up for the waitlist for one of them.

The one that is not allowing users was not set up for waitlist.
Verify the scheduled offering was not set up for waitlist by going o the summary section of the item, there the "allow users to waitlist" will have either a yes or no. If it is no, the administrator will need to create a new item to allow for that time slot to have a waitlist.
