The New Hierarchy button in the Product Category is disabled after a Product Category is created in the system.

Reproducing the Issue
- Go to the Products work center.
- Go to the Product Categories view.
- The New Hierarchy button is disabled.
If you want to create more than one Product Category Hierarchy, then it is a Classification Concept, but not a Category Concept.
Cloud for Customer supports only Category Concept. So it is not possible to create more than one Product Category Hierarchy.
The system works as designed.
