This issue occurs when the employee you are trying to assign as the Manager, does not have any Person Information set in their Personal Information portlet, or the Personal Info record is not effective (Effective Start Date of the record) on the same date you are trying to assign them as a manager in the employees Job Info record.
Employee Central uses Personal Information to list employees in the Manager field, and if an employee does not have any personal Information, they will not show in this drop-down menu.
The solution is to add the Personal Information to the Manager user, either via Import or via Edit/History button in the UI (and ensure the effective date is on or before the effective start date of the employee's Job Info change). Once added, the manager will show up in the Manager drop-down menu in Job Information
