If you are using MDF Picklist please follow the article 2848565 - MDF Picklist - How to control the Display order?

If you are using Legacy Picklist:

There is no feature available as a self-service option within Admin tools to change the sorting of Picklists, however, two options are available under Company Settings in Provisioning:

• To have a picklist display alphabetically in the UI, enable the option "Sort Picklist Alphabetically" in Provisioning under Company Settings.
• To have a picklist display according to a certain label, enable the option "Sort Picklist Columns Based on Labels" in Provisioning under Company Settings. This option will display based on the en_US column.
• To have a picklist display according to how you have the values ordered in the CSV file (Admin Center > Picklist Management), make sure both options "Sort Picklist Alphabetically" and "Sort Picklist Columns Based on Labels" are disabled in Provisioning, otherwise, the system will ignore user manual sorting.

In order to activate any of these features, please contact an Implementation Partner, as it is necessary to have access to Provisioning. If you do not have an Implementation Partner, please Report an case for SAP Cloud Product Support team (LOD-SF-PLT-PCK).
