2071495 - "Selected Objective is no Longer Available" error received when editing goal - Goal Management

When trying to edit a goal in goal page, an error message popups: Selected objective is no longer available.

• This can be caused when goals are loaded as a "Private" goal.

• After uploading Goals using the Beta Goal Import you find that you cannot edit them via the goal plan. 
  

• This can be caused when goals are loaded as a "Private" goal. Therefore the alert maybe correct, and the user is not allowed to edit this private goal. If the goal should not be private reload the goals with OBJECTIVE_PUBLIC = Y.
