Sales billing document can be created even if the status of the assigned WBS element is on Created.

SAP S/4HANA Cloud

1. Go to Project Control app to create a project and WBS element.
2. Go to Create Sales Orders app to create a sales order and assign the WBS element in tab Account Assignment
3. Create Billing document against the sales order and the billing document can be created successfully. 

It is standard behavior that the sales order and billing document (invoice) can be created with the assignment of WBS element even if the status is on Created.
The VETO check will only be performed when the FI posting is happening on the WBS. i.e. Whey trying to post the billing document to generate journal entry.
