You have declared some required fields in the job requisition template. However, the operator can save/create job requisition without filling some of the required fields.

The operator has only read permission to the mandatory fields.

Mandatory job requisition fields are marked as required for all operators regardless of the permission the operator has to the fields. If the operator has only read permission to the mandatory fields, he can still move the job requisition to next stages of approval or save it without any errors.

Similarly, if the operator does not have read/write permission to the mandatory field, then he would not be able to see those fields in his/her view but still can move the requisition to the next stage of approval without any errors.
