To create empty NHA (New Hires Activities), you should do the following steps:

1. Go to Admin Center > Configure new recruit activity planning process
2. Click "Create" button.
3. Click "Edit" button (please see screenshot below)
   
4. Set Description and click button "Save"
   
5. Select process and select 'Default' option.
