Rejected job offers are displayed in the TODO list.

SAP SuccessFactors Recruiting Management (RCM)

1) Access the Instance as a Hiring Manager ( who has the Permission to Approve or Reject the Offer)

2) Go to Home Page and click on To-Do list where you can see the Pending Offer Approval

3) Reject the Offer Approval

4) Notice that still the Rejected Offer Approval will sticks to To-Do list

In 1802 release, users will be able to see a CANCEL button for rejected Offer Approvals.

It is an Expected Behavior. Rejected offer approvals always go to the originator of the requisition and it show in ToDo list of the Approver. Now its an Originator task to release a new Offer Approval or CANCEL the Offer Approval. If an Offer Approval is CANCELLED then the ToDo entry will be removed.
