Reproducing the Issue
Create an EC alert rule work with base object: Employment Details Model
Resolution
Employment Details Model object support Alert and a rule like below in screenshot will generate the Alerts. Make sure that you are not using any previous value comparison in the IF part of rule.
For example if you have a comparison like below, then the condition will fail and Alert will not be generated as both previous and current value for Employment Details Model are same since Employment Details is not an effective dated entity.
Employment Details Model.Benefit Eligibility Start Date.Previous Value is not equal to Employment Details Model.Benefit Eligibility Start Date.Value

Q) Can I use Employment Details model to Use current and previous value for comparison in EC Alert?
A) Not supporting because Employment Details model is not an effective dated entity. so do not us previous value in your rule , please use Employment Details
