2478553 - Error When Trying to Enable Mentoring - SCM

When trying to enable Mentoring feature in the Upgrade Center it is throwing the following error:

You will not be able to perform the upgrade because you do not have the necessary administrative privileges.

1. Login to the instance
2. Go to Admin Center > Upgrade Center
3. Click on Mentoring > unable to upgrade

CDP Full(Development Plan) is not enabled in Provisioning.

1. The Mentoring Program is a CDP product and the "Development admin" permission is also a permission on CDP side.
2. CDP Full(Development Plan) must be turned on in provisioning (Please contact an Implementation Partner for assistance).
3. Once enabled, then grant the SFADMIN the development admin permission in Role Based Permissions (RBP).
4. When complete, the upgrade for the Mentoring Program can be done.
