The issue could be due to misconfiguration

Please make sure the following IDs are present in Admin Center > Manage Business Configuration > Employee Profile > Background Elements. 

• sysScoreCardObjectivePortlet

• sysScoreCardCompetenciesPortlet

1. If 'sysScoreCardObjectivePortlet' cannot be found, please add it to background elements via the 'create new' button. 

The 'Details' of Data Fields id 'title' can be configured as below.

After saving the changes, the 'objective portlet' will be available in in RBP permission > Employee data.

2. If 'sysScoreCardCompetenciesPortlet' cannot be found, please add it to background elements in the same way. 

After saving the changes, the 'Competency portlet' will be available in in RBP permission > Employee data.

Additional Information

Instead of adding the elements in Manage Business Configuration by yourself, you also can contact partner to configure 'sysScoreCardObjectivePortlet' or 'sysScoreCardCompetenciesPortlet' in data model directly in Provisioning.
