The dashboard portlet shows the normalized ratings ("Analytics" tab => "Dashboards" sub tab) and the spreadsheet report ("Analytics" tab => "Reporting" sub tab =>  Spreadsheet Reports => Overall Ratings Report) is based on rounded ratings.
