1688743 - Error "Failed to load database information" in Oracle-based Crystal Reports in BI 4.x

• When attempting to view on-demand or refresh a Crystal Report, which is based on a native connection to Oracle, the following error is returned:
• The viewer could not process an event. Error in File <filename>.rpt: Failed to load database information. [] ---- Error code:0 [CRWEB00000119]
• Scheduled instances of the Crystal Reports fail with a similar error message:
• Failed to load database information. [CRCAF00000020]
