2901419 - Create Support Message option not available with S/4 HANA 1909

Symptom

Create Support Message option not showing in S/4 HANA 1909/ 754. In older version of S/4, incident could be created from GUI from menu tab -> Help -> Create Support Message. But after upgrading system to S/4 HANA 1909, this option to create incident from GUI is not showing up.
