2898841 - Scheduled Workflow does not work for C4C FSM Integration

Symptom

A Workflow Rule has been created to send the Ticket to FSM side after a specific time frame. However, when selecting the option to send the Ticket to the FSM, the ticket is being released immediately and not as per the workflow time set.
