2895349 - Cannot logon to IAS Administration console with valid logon identifier and password

Symptom

You can't logon to the Identity Authentication Service (IAS) console and get error: Sorry, we could not authenticate you. Try again. Using the forgot password link allows you to reset the password and logon. However when you logoff and try logon again you get the same error as previous. Only a password reset allows logon again for just one user session. SAP support will find an entry in the IAS logs similar to this: #WARN#com.sap.ca.cps.usermanagement.api.impl.AuthenticationServiceImpl##<IAS_tenantID>#anonymous#http-nio-127.0.0.1-8080-exec-32###User authentication failed. Reason: Used logon identifier is not allowed; Identifier: [ <logon_identifier> ]
