2861966 - How to switch SAP Java system from 'Safe Mode' back to 'Normal Mode' via command

Symptom

During system installation/upgrade, SAP Java system will be put into 'Safe Mode' to do deployment. Under some situations, it is necessary to manually switch from 'Safe Mode' back to 'Normal Mode'. Want to know how to achieve this when not able to open configtool.bat/configtool.sh with GUI as mentioned in KBA 2125707 - How to enable/disable AS Java Safe Mode
