2821616 - Return to vendor stock consumption based on an EWM-relevant inbound delivery

Symptom

You trigger a return to vendor delivery to be created based on an inbound delivery, from EWM (via transaction /SCWM/PRDI) or directly in ERP via transaction VL60, and expect that the system consumes the stock from blocked stock returns stock type. However, you notice that the quantities are taken from a different stock type, such as unrestricted-use.
