2814412 - Repserver failing to create with Failed to get a siteid from the ID Server. Error #1028 - SRS

Symptom

While trying to recreate a new server via rs_init - using and existing ID server, the following failure happens:

I. 20XX/07/09 00:40:21. Loading rs_clsfunctions into STS cache.
I. 20XX/07/09 00:40:21. Contacting the ID Server for a siteid.
E. 20XX/07/09 00:40:21. ERROR #46 GLOBAL RS(GLOBAL RS) - ic/useful/datatype.c(1524)
        Failed to get a siteid from the ID Server.
E. 20XX/07/09 00:40:21. ERROR #1028 GLOBAL RS(GLOBAL RS) - ic/useful/datatype.c(1524)
       Message from server: Message: 11033, State 0, Severity 12 -- 'Reached the limit for objids of the objtype sts_allocate_id.'.
F. 20XX/07/09 00:40:21. FATAL ERROR #18028 GLOBAL RS(GLOBAL RS) - /servmain/servmain.c(2121)
        Initialization failed. Server is shutting down.
F. 20XX/07/09 00:40:21. FATAL ERROR #18028 GLOBAL RS(GLOBAL RS) - /servmain/servmain.c(345)
        Initialization failed. Server is shutting down.

On ID server. the following error:

E. 2019/07/09 06:38:19. ERROR #11033 USER(DITS101RS_C_id_user) - generic/sts/stsext.c(2919)
        Reached the limit for objids of the objtype sts_allocate_id.
