2755499 - Oracle Upgrade 12.2 link error - recipe for target 'proc' failed

Symptom

When upgrading the Oracle Database to 12.2.0.1 the below link related error comes up during the SBP installation, like:

Where "./link.XYZ.sh" is a .sh file, for an example: "./link.VMEKV001.sh", "./link.stwsdb01.sh", etc.
