2715145 - How to fix the issue of client IP which is not allowed to access the database.

Symptom

After reprovision, customer sometimes may get the below error:

SEVERE: Exception sending context initialized event to listener instance of class [xx.com.xx.storefront.filters.HybrisStorefrontContextLoaderListener]
java.lang.RuntimeException: com.microsoft.sqlserver.jdbc.SQLServerException: Cannot open server 'xxxx-xxx-s3-server' requested by the login. Client with IP address '13.75.215.80' is not allowed to access the server. To enable access, use the Windows Azure Management Portal or run sp_set_firewall_rule on the master database to create a firewall rule for this IP address or address range. It may take up to five minutes for this change to take effect. ClientConnectionId:xxxx-xxx-xx-xx-xxxx
