2696042 - Error IW457 Settlement area ** for controlling area **** not maintained when create order from EAM apps

Symptom

When create an order from EAM apps, for example Create Maintenance Order App, Error IW457 "Settlement area ** for controlling area **** not maintained" prompts.
The same error may also happen in ERP side in transcrtion code IW31/IW32, when click Additional tab page.
