2691210 - Connection to remote Oracle 12c fails due to "Connect via SAPUSER is not supported by SAP"

Symptom

When you create a DBCO connection to external 12c database, the connection fails with the error message below.

C *** ERROR => Connect via SAPUSER is not supported by SAP with

C *** ERROR => Oracle db rel.>=12. Only Secure Connect method possible.
