2667288 - Cannot log on to the UME because it is the UME communication user: AS JAVA startup issue

Symptom

The SAP NetWeaver Application Server for JAVA startup fails due to the UME (User Management Engine) service (com.sap.security.core.ume.service) not being initialized and the below error is logged in the trace files (default trace file, std_server<x> and dev_server<x>):
