2649451 - SMP 3.0 SP11 & REX 3.5 not able to register new devices

Symptom

There is an issue in registering new devices in SAP Retail Execution application to an SAP Mobile Platform server.
End users are met with a "Registration on Sybase server failed, check server and your connection settings." error dialog.
A reboot might help to resolve the problem.
