2639182 - BPC-MS: Unable to log on to the BPC Admin Client

Symptom

An error message is displayed when attempting to log on to BPC Admin Client on a particular server:

"An exception error has occured; check the client log file, log ID=... for more details"

Upon inspecting the client log file, the following error is found:

#-5:00#ERROR#AdminConsole##EPM-BPC-MS##47cc662c-458f-4afc-9a90-cc70a05d14e1###FormMain::FinishLoading#...\...########Plain##[LOG ID:...]System.Exception: The action pane has not been initialized.
at OSoft.Consumers.Admin.AdminMain50.FormMain.ActionPaneAdd()
at OSoft.Consumers.Admin.AdminMain50.FormMain.FinishLoading()#

The issue doesn't occur when logging on to a different BPC Server.
