2638142 - Could not open HANA Cockpit 2.0 and Cockpit Manager with COCKPIT_ADMIN user.

Symptom

You could not log on to HANA cockpit 2.0 or Cockpit Manager with any user, even with COCKPIT_ADMIN.
Following error is shown:

 You're not authorized to open the SAP HANA Cockpit. 
Ask the cockpit administrator to launch the cockpit manager tool and provide you with authorization.
