2576540 - Polling performance issue when using JDBC sender adapter in cluster environment

Symptom

You've set adapter framework service property scheduler.relocMode to higher value than "-10", e.g. "-1", and you notice that even though Polling Interval is configured as 1 second in JDBC sender channel, the actual polling interval is more than 10 seconds or even longer. The Polling perfomance is poor.
