CMS can not be started.
In CMS log, the following error is reported.
|Server Intelligence Agent: CMS SIAName.CentralManagementServer has failed and the Server Intelligence Agent has not been able to connect to the cluster. Please verify your CMS port and database settings are correct.
In system log, the following error is reported.
35101 The root server reported an error Initialization Failure. (Reason: An unexpected problem (exception) happened. Reason given: There is a significant problem with socket communication, The server has problems using TCP/IP. The port number you are using is probably already in use..).
