2542918 - No buffer space available (maximum connections reached?) when login to VA

Symptom

When try to login to Visual Administrator, there is error like the one in following image:

Message :Can't initialize the ConnectionManager
Exception :Message :No buffer space available (maximum connections reached?): JVM_Bind
Exception :java.net.SocketException: No buffer space available (maximum connections reached?): JVM_Bind
Root Exception :com.sap.engine.services.rmi_p4.InitializingException: Can't initialize the ConnectionManager

The error only occurs if the java instance is installed on Windows server.
