2526700 - Error "Connection to partner timed out after 600s" in step Extractor Setup

Symptom

Following error occurs in step Extractor Setup:
    CX_AI_SYSTEM_FAULT : SOAP:1023 SRT: Processing error in Internet Communication Framework: ("Connection to partner timed out after 600s. ")
    CX_SOAP_FAILURE : Error when processing Web service call
    CX_SOAP_CORE : Error when calling SOAP Runtime functions: SRT: Processing error in Internet Communication Framework: ("Connection to partner timed out after 600s. ")

However, ping web service has no problem as the following steps:
     t-code SOAMANAGER->tab Service Administration->Web Service Configuration->search object name as "CO_DIAGSTP_WS_DIAG_SETUP"->Go into the web service, and 'Ping Web Service'
      
     ping web service.png

Checking the Extractors Administration, and find some extractors are generated successfully for the affected managed system.
     t-code SM_WORKCENTER->SAP Solution Manager Administration->Extractors Administration->Filter the System ID
