2519980 - BPC Web client EPM Add-in Launch fails when Skype for business 2016 and Office 2010/2013 installed

Symptom

Customer cannot launch EPM add-in via BPC web interface when they installed Office 2010/2013 and Skype for Business 2016 at the same time. Excel is able to launch once uninstall the Skype for Business 2016. It is possible failed without any error message or dump. The possible error message could be "TYPE_E_LIBNOTREGISTERED" while launching the Excel.
