2519856 - Attach Screen Button is Missing While Creating New Incident in RUI/Mobile Layout

Symptom

When you click on Report Incident there is no Attach Screen option available in all versions of Cloud for Customer and Extened edition App using the RUI. See the following screenshot.

 Attach Screen is not available in the RUI

When you click Report Incident in HTML5 the Attach Screen is available. See screenshot below.
